Completion of the “Rehabilitation of the ROMCIM Port Terminal – Berth 67 and Berth 68, within the Port of Constanta – Port Superstructure Equipment” Project

Constanta, Romania, 8th of May 2026.
ROMCIM SA, as project beneficiary, announces the completion of the “Rehabilitation of the ROMCIM Port Terminal – Berth 67 and Berth 68, within the Port of Constanta – Port Superstructure Equipment” project, SMIS code 322941, financed under the Transport Programme 2021–2027, call PT/237/PT_P7/OP3/RSO3.1/PT_A16 – “Investments in port loading/unloading and cargo storage superstructure aimed at reducing congestion in Romanian ports resulting from the blockage of Ukrainian waterways”, under Priority 7: Development of waterborne and multimodal transport, and the policy objective “A more connected Europe”.
The project was implemented in Constanta County, within the Port of Constanta, under Financing Contract No. 74/2024 concluded with the Ministry of Transport and Infrastructure, acting as the Managing Authority for the Transport Programme 2021–2027.
The total value of the project amounts to RON 122.479.486,95 of which RON 22.304.996,73 represents non-repayable co-financing from the Cohesion Fund, while a further RON 22.304.996,73 was provided through the Romanian State Budget. The remaining RON 77.869.493,49 was covered by ROMCIM SA’s own contribution.
The project was designed to facilitate cargo loading, unloading and handling operations by streamlining operational flows and reducing waiting times at the ROMCIM terminal in the Port of Constanta. The investment is focused on upgrading port superstructure equipment and related logistics systems, thereby improving operational efficiency, safety and environmental performance.
The following equipment was acquired under the project and is operational since 9th March 2026:
- 1 ship unloading unit (electric quay handler);
- 1 pneumatic unloading unit, replacing two older units;
- 1 mobile hopper with dust suppression;
- 1 wagon handling and loading system;
- 2 front-end loaders.
As a result of this investment, the modernised terminal is expected to increase annual cargo handling volumes by approximately 168,000 tonnes per year. Target productivity for loading and unloading operations is estimated at 978 tonnes per hour.
This project reaffirms ROMCIM’s long-term dedication to advancing modern infrastructure, driving sustainable operations, and strengthening the resilience of Romania’s supply chain.

The project was executed during the period 28 November 2024 – 30 June 2026.
